Where Ventura Boulevard becomes Cahuenga Boulevard
Studio City sits at the end of the line. The Ventura-Cahuenga Boulevard Corridor Specific Plan (Ordinance No. 166,560) governs the boulevard from Woodland Hills through Tarzana, Encino and Sherman Oaks — and Studio City is where it runs out: Ventura Boulevard meets Lankershim Boulevard here and becomes Cahuenga Boulevard, winding north into Cahuenga Pass toward Hollywood. Every other community on that corridor is mid-stretch. Studio City is the hinge.
That matters only for commercial and mixed-use parcels fronting the boulevard itself — a storefront, restaurant, or office build-out there carries the Specific Plan's own design and review layer on top of the standard city process, and Los Angeles City Planning has kept amending the plan through 2026. A house on Radford, Ventura Canyon, or any residential side street does not touch it. Permits for both run through LADBS, not a separate Studio City building department — the Valley counter is the district office at 6262 Van Nuys Blvd, the same office that serves the rest of the San Fernando Valley side of the city. The same junction is where the boulevard meets the US-101 interchange at Cahuenga Pass, so a commercial project right at that end of the corridor can also pick up extra traffic and access review beyond the Specific Plan itself. It is one more reason we check the exact parcel and frontage before pricing a build-out here rather than quoting off the neighborhood name alone.
Above Fryman Canyon, the rules change
North of the boulevard, the streets climb toward Mulholland into Fryman Canyon and Wrightwood, and the flat-lot rules stop applying. That band sits in a designated Hillside Area under the Baseline Hillside Ordinance: grading is capped at a restrictive cubic-yardage threshold, haul routes are fixed in advance, heavy exterior work is limited to weekdays, and how much floor area you can add depends on lot size and slope — not just zoning. Much of that same hillside band also sits in a Very High Fire Hazard Severity Zone, which pulls Chapter 7A ignition-resistant construction into scope — dual-pane tempered windows, ember-resistant vents, Class A roofing, non-combustible clearance at the foundation line. None of this applies to the flats between the boulevard and Coldwater Canyon Park, where ordinary R1 rules and the citywide Baseline Mansionization Ordinance's floor-area cap are what govern a remodel instead — those projects clear plan check faster, since there is no grading or fire-hazard review to layer on top.
