NoHo is City of LA, and that is the first thing to get right
Unlike Burbank and Glendale, which each run their own building departments, North Hollywood is part of the City of Los Angeles. Permits go through LADBS, Valley projects are normally handled out of the Van Nuys office at 6262 Van Nuys Blvd rather than downtown, and the utility is LADWP. Rent control is the trap on multifamily
North Hollywood has a lot of 1950s–1970s duplexes, fourplexes and dingbat apartment buildings, and most of them fall under the Los Angeles Rent Stabilization Ordinance — RSO generally covers multifamily with a certificate of occupancy on or before October 1, 1978. That changes a renovation from a construction question into a construction-plus-tenant question: notice, scheduling, habitability and, depending on scope, relocation. The transit corridor is rewriting what you can build
North Hollywood is where the Metro B Line ends and the G Line begins, which has made it one of the most actively upzoned parts of the Valley. Transit-oriented incentives already apply near the station, and a large joint-development project is reshaping the blocks around the terminus. For an owner this cuts two ways: the density rules near transit can allow more than the base zoning suggests, and the same rules are why land near the station is priced the way it is. What is behind the walls
Two eras, two sets of surprises. The older pockets near the arts district have 1920s bungalows with knob-and-tube remnants, galvanized supply and clay laterals. The postwar tracts north and west are the classic Valley package: 100 amp service, original cast iron drains, no insulation to speak of, and a wall furnace where the ductwork should be.
