On September 6, 2020, the official weather station at Pierce College recorded 121°F — the highest temperature ever measured in Los Angeles County. The record day was extreme, but the pattern is ordinary: the West Valley runs well hotter than the coast every summer.

A town that was planted before it was built

Woodland Hills began in 1922 as the town of Girard, laid out by developer Victor Girard, who planted some 120,000 trees to sell lots on bare ranch land. The name changed to Woodland Hills in 1945, but the trees stayed. The row of about 300 pepper trees arching over Canoga Avenue is Los Angeles Historic-Cultural Monument No. 93, designated in 1972.

On a private lot, what matters is that the canopy Girard started now includes native species covered by LA’s protected tree ordinance: native oaks, western sycamore, California bay and Southern California black walnut. Removing or relocating one takes an Urban Forestry permit, an arborist’s report and replacement planting. Even when a tree stays, an addition footing, a pool or a utility trench inside its drip line can require protection measures or a redesign. The same Girard-era lots also hold some of the oldest houses in the West Valley, so the usual surprises behind Valley walls apply twice over.

Warner Center has its own specific plan

The commercial core around Warner Center is governed by the Warner Center 2035 Specific Plan (Ordinance No. 182,766), covering parts of Woodland Hills and Canoga Park, with its own table of allowed uses, sign district and a mobility fee that now runs on a 2026 rate table. Single-family remodels in the surrounding neighborhoods are not governed by it.
