Building on a horse-keeping lot
Chatsworth is in the City of Los Angeles, and its land use is set by the Chatsworth-Porter Ranch Community Plan, adopted September 4, 1993. That plan does something unusual: it states that preserving designated horsekeeping areas takes a higher priority than other uses allowed in the RA zone, and it names the priority area as the land north of Chatsworth Street and west of De Soto Avenue. It also supports “K” horsekeeping districts where they fit. The city’s historic resources survey notes that bridle paths still run beside many Chatsworth streets.
For a remodel, that shapes the site plan before it shapes the floor plan. An ADU, a garage conversion or a rear addition has to leave room for the stable, the corral and the required distance between them and any habitable room. A new driveway gate, block wall or curb cut should not cut off the bridle path along the street. Fire country at the Santa Susana Mountains
The west and north edges of Chatsworth meet the Santa Susana Mountains and the Simi Hills, a wildlife corridor the community plan singles out for protection. It is also brush country. The 2005 Topanga Fire started in the Santa Susana Mountains northwest of Chatsworth on September 28, burned about 24,175 acres, forced evacuation orders for at least 1,500 residents, and took some 3,000 firefighters to contain.
Many hillside lots here are in a mapped Very High Fire Hazard Severity Zone. The Devonshire/Topanga Corridor
Chatsworth’s commercial frontage along Devonshire Street and Topanga Canyon Boulevard sits inside the Devonshire/Topanga Corridor Specific Plan, Ordinance 168,937, effective September 7, 1993. On commercially zoned lots in the plan area, a Design Review Board must sign off before a building permit is issued for new construction, for additions that add height, floor area or units, and for an “extensive remodel” worth more than 75% of replacement value. Buildings top out at 45 feet, and a landscaped setback of at least 5 feet is required along both streets. Single-family houses are exempt.
