The Valley’s first HPOZ
The Van Nuys Historic Preservation Overlay Zone was adopted under Ordinance 177,166 in November 2005, took effect January 8, 2006, and was the first HPOZ in the Valley. It covers a residential grid of streets such as Sylmar, Tyrone, Vesper and Hazeltine Avenues around Vanowen and Kittridge Streets, where the housing runs from 1910s Craftsman and Colonial Revival through 1920s Spanish Colonial and English Revival to 1930s Minimal Traditional and early Ranch houses.
Inside the HPOZ, the rules come from the district’s Preservation Plan, adopted December 9, 2010. Significant work on a contributing house needs a Certificate of Appropriateness. Smaller work can go through as conforming work reviewed by planning staff. Two rules shape most of our scopes there. Original windows should be repaired where possible, and any replacements must match the originals in size, pane pattern, material and profile. A rear addition under 250 square feet can qualify for staff-level review if it stays within the rear yard, does not break the existing roofline or side planes, and cannot be seen from the street. We check the parcel’s status before design starts, because a second-story plan that works on the next block over may not work here. Light rail on Van Nuys Boulevard
The East San Fernando Valley Light Rail runs 6.7 miles at street level along Van Nuys Boulevard, north from the G Line’s Van Nuys station, with 11 new stations. Metro awarded the $2.43 billion main construction contract to a Skanska–Stacy Witbeck joint venture this year, full construction started in July 2026, and completion is targeted for December 2031. Construction work in the first half of 2026 already closed lanes between Sherman Way and Arminta Street overnight.
For a storefront, office or restaurant tenant improvement on the boulevard, that means planning deliveries, dumpsters and inspections around lane closures and restricted curb access for years. Facade, sign and storefront changes in the older commercial core also fall under the Van Nuys Central Business District Community Design Overlay (Ordinance 174,421), which adds design review to the permit path. Building next to Van Nuys Airport
Van Nuys Airport opened in 1928, covers about 725 acres, and is run by Los Angeles World Airports. Its main runway is about 8,000 feet long, which matters under federal rule 14 CFR Part 77. Within 20,000 feet of that runway, any structure or crane that rises above a 100-to-1 slope from the runway must be reported to the FAA on Form 7460-1 before work starts. A two-story addition a mile away usually clears it. A crane on a tight lot close to the airfield may not, so we check it early.
Noise is the other side. LAWA soundproofed 779 homes near the airport, and in 2012 VNY reached a “zero noise impact” boundary, with no homes left inside its 65 CNEL contour. If your house went through that program, it likely has acoustic windows and doors. Replace them with equal or better sound ratings, not standard units. We check the HPOZ map, the boulevard’s construction schedule and the airport’s height surfaces, then walk the space, talk honestly about budget, and give a fixed, itemized scope before anything is demolished. Permits are pulled by us through LADBS, whose Valley office at 6262 Van Nuys Blvd is in the neighborhood itself. Change orders are approved in writing, never sprung at the end.
