Colorado Boulevard has its own plan

Eagle Rock’s main commercial street is governed by the Colorado Boulevard Specific Plan, Ordinance No. 168,046, adopted in 1992. It runs from Eagle Dale Avenue to Eagle Vista Drive and splits the boulevard into three subareas. In Subareas I and III, at the two ends, buildings may reach 55 feet; in Subarea II, the middle stretch between roughly Windermere Avenue and Dahlia Avenue, the limit is 30 feet.

The plan reaches past height. A “Project” under it includes additions, structural alterations and changes of use, while interior remodeling that adds no floor area is left out. Its design standards say existing buildings that were not stuccoed when the plan took effect may not be newly stuccoed, that seismic repairs should be hidden or worked into the façade, that security gates over storefront glass go on the inside, and that remodels may not cover or damage original exterior detailing. Projects go to the Colorado Boulevard Design Review Board, which meets on the first and third Mondays of the month at the Eagle Rock Branch Library on Caspar Avenue.

The street itself is also about to change. Metro’s North Hollywood to Pasadena bus rapid transit line runs along Colorado Boulevard, with construction in Eagle Rock scheduled to start in October 2026 and the line expected to open before the 2028 Olympics. Hillside lots and the HCR district

Much of Eagle Rock climbs into the San Rafael Hills, and since July 24, 2023 hillside areas across the Northeast Los Angeles Community Plan, Eagle Rock included, have been in the Hillside Construction Regulation (HCR) district, Ordinance No. 187,900. It applies to single-family construction on mapped hillside lots and changes the schedule more than the design.

Under LAMC Section 13.20, hauling runs only Monday through Friday, 9 a.m. to 3 p.m., with no more than four trucks per hour. Exterior work is limited to weekdays from 8 a.m. to 6 p.m.; Saturdays are interior-only. Grading is capped at 6,000 cubic yards, cut to 75% of the by-right maximum on substandard streets, and homes of 17,500 square feet or more need a separate project review. A former city, and the houses it left

Eagle Rock incorporated as its own city on March 1, 1911, and voted to join Los Angeles on May 18, 1923, largely because it needed more water, sewers and a high school. Many of the Craftsman bungalows and period-revival houses on its flatter streets were built in those years or soon after.
